Ender dragon fight is not triggered upon entering the End

The bug

When entering the End dimension, neither the Ender Dragon nor the bedrock exit portal generate.

To reproduce

1. Open a world in 22w11a.
2. Enter the end for the first time on the world.

Expected result

The Ender Dragon and the bedrock exit portal would generate.
