Tadpoles don't touch the ground when flopping

The Bug:

Tadpoles don't touch the ground when flopping.

Steps to Reproduce:

1. Locate a flat around of land and summon a tadpole.
2. Switch to spectator mode and watch the tadpole as it flops around.
3. Take note as to whether or not tadpoles don't touch the ground when flopping.

Observed Behavior:

Tadpoles don't touch the ground when flopping.

Expected Behavior:

Tadpoles would touch the ground when flopping.
