Right clicking enchanted saddle onto horses removes enchantment

When applying an enchanted saddle to a horse via right-click, the enchantment gets removed.
Step to reproduce:
1. Aquire an enchanted saddle
2. right-click a horse/donkey/mule with the enchanted saddle to apply the saddle
3. Check horse inventory
