Walking Animation Not Working Properly

When I am walking in creative or survival mode, it doesn't show the animation for my avatar's legs. All other animations (arms, cape, turning, bobbing, sneaking, sprinting, etc) are working. I first noticed it when I was flying in creative, but when I was walking later, the problem was still there. I have attached a video showing the issue.
