Firework particles summoned at hand can be swapped when swapping fireworks between main and off hand

The Bug

If you switch your fireworks between hands while elytra particles are summoning, then the particles will be swapped, which doesn't make sense. You are only swapping the existing fireworks, but not the one that's already ignited. Possibly the culprit of MC-248853

To Reproduce

1. Ignite firework while using elytra
2. Swap the firework between hand. Either swapping off hand, or modifying your main hand using skin settings

Observed Result

The firework particles also swapped hands

Expected Result

The firework particles wouldn't swap hands
