Using a firework with an elytra from off hand summons particles at main hand if it was the final firework in your off hand slot

The Bug:

If you use the last firework from your off hand, then the firework particle defaults to the main hand.

To reproduce:

1. Get one single firework in your off hand
2. Use the firework with elytra

Observed Result

The firework particle appeared in the main hand despite using the off hand

Expected Result

The firework particles would be in the off hand
