Ancient city spawning in Water

Version 1.19 snapshot

What I expected to happen was...:
it generates in a cave with no water and its not flooded

What actually happened was...:
That it generated half underwater

Steps to Reproduce:
1. Create a world
2. locate an Ancien city
3. Go there
4.Have luck and it spawns underwater
