Mobs instantly disappear when under -64

What I expected to happen was...

When a mob falls under the bedrock layer, it should fall through it, not disappear instantly.

What actually happened was...

When a mob fell under the bedrock layer, it instantly disappeared.

Reproduce

1. Go down to -64
2. Open up the bedrock layer
3. Spawn a mob and let it fall through the layer
