Entities cannot be spectated outside of the world border

If you go outside the worldborder, in spectator mode, you can't spectate enities like villagers, iron golems or others

step by step reproduction-instructions

1. Launch Minecraft
2. go to a world of your choice
3. set the world-border really small or go to the world border
4. switch to spectator mode
5. go outside the world-border
6. try to spectate an entity
7. fail trying to spectate an entity
8. Stonks
