Memory Leakage when loading a pre-1.17world in 1.17+

The chunk has 1800 chests with full shulker boxes.

When loading in 1.16, the server will lag, but not crash.

When loading in 1.17 or 1.18 or 22w03a, the server will crash.

Unlike MC-245406, this happens every time we trying to load the chunks.

The crash report in the attachment is on a 1.18 fabric server, but after testing crashes also happens in 1.18 vanilla server.

On my client, there is a huge fluctuation on the memory usage. The screen recording is in the attachment.
