Axolotls will constantly travel west when on top of blocks that are placed above water

The Bug:

Axolotls will constantly travel west when on top of blocks that are placed above water.

Steps to Reproduce:

1. Summon a large area of blocks with water beneath them by using the commands provided below.

   /fill ~30 ~-2 ~30 ~-30 ~-2 ~-30 minecraft:water

   /fill ~30 ~-1 ~30 ~-30 ~-1 ~-30 minecraft:grass_block

2. Summon multiple axolotls on the platform you just created.
3. Wait around twenty seconds and observe the behavior of the axolotls.
4. Take note as to whether or not axolotls will constantly travel west when on top of blocks that are placed above water.

Observed Behavior:

Axolotls will constantly travel west when on top of blocks that are placed above water.

Expected Behavior:

Axolotls would wander randomly and not just west.
