Players are dismounted into the ground when reloading into a world while riding a boat with another player inside of it

The Bug:

Players are dismounted into the ground when reloading into a world while riding a boat with another player inside of it.

Steps to Reproduce:

1. Get two players and label them "Player A" and "Player B".
2. Have "Player A" place down and enter a boat.
3. Have "Player B" enter the same boat.
4. Get either one of the players to reload into the world.
5. Take note as to whether or not players are dismounted into the ground when reloading into a world while riding a boat with another player inside of it.

Observed Behavior:

Players are dismounted into the ground, potentially causing death.

Expected Behavior:

Players would be dismounted on the surface and not into the ground.
