Crawling players can produce footstep sounds

The Bug:

When a player crawls, they can still produce footstep sounds despite them never taking any steps on their feet, therefore making this concept seem quite illogical.

Steps to Reproduce:

1. Enter the crawling state.
2. Crawl a couple of blocks and listen closely as you do this.
3. Take note as to whether or not crawling players can produce footstep sounds.

Observed Behavior:

Footstep sounds are produced.

Expected Behavior:

Footstep sounds wouldn't be produced.
