minecraft:pile_<type> features do not work correctly when used with /place

The Bug

When using the /place feature command to place this feature, it does not work when the player is near on the ground.

Reproduce

• Can only reproduce this when I'm floating off the ground (more than 10 blocks)
• Use /place feature command with any of the following items:
  • minecraft:pile_hay
  • minecraft:pile_ice
  • minecraft:pile_melon
  • minecraft:pile_pumpkin
  • minecraft:pile_snow

Observed Result

The game said it was loaded but nothing appeared.

Expected Result

The feature would be properly placed or the error message "Failed to place feature" would come up.
