Sky and ocean is black if using a sky biome with flat world

If you create any flat world using the sky biome (9), the sky and ocean will appear black as pictured below. I noticed that the fog color matches the abandoned sky dimension template. Any possibly of getting the sky and ocean to match the template again? Hopefully an easy fix? It would give players and plugin makers the opportunity to create their own sky dimension again. A big thanks if you can!

Steps to reproduce:
1. Create a new world
2. World type is Flat
3. Customize using this preset: 2;7,2x3,2;9;village
4. Generate map
