Sculk sensors are occasionally not activated upon shields blocking attacks

The Bug:

Sculk sensors are occasionally not activated upon shields blocking attacks.

Steps to Reproduce:

1. Summon a husk that cannot move by using the command provided below.

   /summon minecraft:husk ~ ~ ~ {attributes:[{base:0.0d,id:"minecraft:generic.movement_speed"}]}

2. Place down a sculk sensor nearby, obtain a shield, and switch into survival mode.
3. Approach the husk while blocking with your shield.
4. Allow the husk to damage the shield multiple times and pay close attention to the sculk sensor as this happens.
5. Take note as to whether or not sculk sensors are occasionally not activated upon shields blocking attacks.

Observed Behavior:

Sculk sensors sometimes aren't activated.

Expected Behavior:

Sculk sensors would be consistently activated when shields block attacks.
