Powder snow can not put out the fire on arrows

The Bug

Powder snow can not put out the fire on arrows.

This behavior also affects flaming snowballs/eggs.

How to Reproduce:

1. Put down a block of powder snow with powder snow bucket

2. Get a bow with enchant "flame"

3. Shoot at the powder snow

 

Expected Behavior:

The powder snow disappears and the fire goes out

 

Observed Behavior:

The powder snow disappears, but the fire doesn't go out
