Minecraft Servers hosted from computer are still laggy.

What I expected to happen was...:

When I run my minecraft server it would not lag, this might be my pc but every version expect this one has worked perfectly without lag that is this severe.

What actually happened was...:
The server has lag spikes.

Steps to Reproduce:
1. I make server with new version, I install new java in this step

2.I run server

3.Friends and I join server

4. The minecraft server is laggy and we all cry
