Inconsistent error messages with /locate and /locatebiome

When the /locate command fails, it says "Could not find that structure nearby". However, when the /locatebiome command fails, it says "Could not find a biome of type 'minecraft:example_biome' within reasonable distance". Expected is for the error messages to be in a more consistent format.
