i can not eat in peaceful difficulty

i can not eat in peaceful difficulty because hunger meter is always at 100 percent. 

What I expected to happen was...:
to be able to eat and lose health like in easy difficulty but without monsters

What actually happened was...:
i can not eat and health is regenerating by itself

Steps to Reproduce:
1. set difficulty to peaceful
2. eat
