1.18 Chunk Blending does not blend with chunks that were also generated in 1.18

When changing the biome preset or world type of a World in the level.DAT file, the newly generated chunks after the change do not blend with the chunks generated in 1.18 before the change. Blending occurs exclusevely with chunks generated in versions prior to 1.18.
