When generating a world with datapacks, they start disabled by default

I was attempting to use a world generation datapack in 1.18 by selecting it before I generated my world, then once I generated the world I did /datapack list and noticed that my worldgen datapack was disabled.

 

This can be reproduced by adding any datapack in the create new world screen, then generating the world, then typing /datapack list. Every single datapack you add will be disabled.
