Passive mobs cannot spawn

I have a hardcore world that was created in 1.17.1 and I upgraded my world to 1.18. It seems that in the 1.17.1 chunks, passive mobs like cows, chicken, pigs, and sheeps cannot spawn there. Please fix this I need lots of wool from sheep
