Instant Mine for Stone with Efficiency V Netherite pickaxe and haste 2 beacon Does not work

So I was trying to clear an area with regular stone, with my efficiency V Netherite pickaxe, and a haste 2 beacon going.  So in 1.17.1 no problem but on my realm in 1.18 it only mines stone as fast as it does deepslate, which to my knowledge, that is not supposed to happen. If this can be fixed that would be awesome.
