Pre 1.18 placed camp fires would still emit smoke.

In 1.18, smoke particles from campfires would always be present, whether or not the campfire is extinguished.

I also realized that my placed campfires were in minecraft 1.17, so removing the campfire completely does not make the smoke effect go away
