Scaffolding cannot be placed at Y=0 and below

I was trying to build a scaffolding tower starting at Y=0. However, I was unable to place the scaffolding. So I placed the scaffolding higher and built down. I discovered that scaffolding placed at Y=0 from a block at Y=1 would just fall (in my case, into the void).
