Rains in dry biomes due to cave biomes surfacing

Apparently due to cave biomes surfacing and replacing dry biomes on the top, rain can happen on dry biomes. Attached is an example of a Dripstone Cave surfacing and allowing rain on a Savanna biome, rain and rain particles can be spotted.
