No relief on treasure map or explorer maps

Treausre maps & Explorer Maps no longer has relief on it.

Reproduce

• Get a treasure map
• Open it
   Notice not relief on it

Expected Result

The relief would be on it like in 1.17.1

For some reason this bug does not always appear.
