When the size of the world is changed through the data pack, caves and bedrocks are not properly generated.

Steps to Reproduce{}

1. Create 1.17.1 world.
2. Apply the attached data pack to the world.
3. Load the world to 1.18
4. Go down below y -64.

Observed Behavior

No bedrock or cave is generated under y -64.

Expected Behavior

The cave must be generated below y -64.

Data packs only change the size of the world.
