Beacons losing their power when chunk is unloaded

Potentially similar or to do with ~~MC-229321~~. considering we have bees and a beacon in the same area and they both started having issues at the same time.

Whenever a chunk is unloaded, sometimes a powered beacon with an effect resets to having no effect at all.
