Villagers don't pick up food items

When I throw bread, carrots, potatoes, or other food items I usually use to breed villagers they don't pick them up, they try to but they just stand there and stare at the item and then wander off only to try again.

Expected Result

Villagers would pick up the item.

Actual Result

Villager just stares at item, wanders off, and then tries again.
