Minecart sound does not play after turning on sound

Description:

After turning on sound when the player is in a moving minecart, there is no sound for a few minutes or until the player enters a different minecart. All other sounds work fine.

 

WHAT I EXPECTED

The minecart moving sound would resume when I turned up the volume

 

reproduction:

1: turn master volume to 0

2: Get into Minecart on a long track and start it

3: Turn sound back up to 100

4: Minecart sound does not play

Get out, then go into a new one and start it. This time it does play.
