Recurring issue: Block simulation distance is always 8 chunks regardless of the slider's value

I'm not sure about the protocol on resurfacing bugs that are not fixed but marked as fixed, so I created a new post to ensure this gets in the hands of the devs.

Simulation distance slider does not fully function for block things like leaf decay and crop growth, regardless of what the slider is set at.
