Block states are not rendered in block items

Obtain an item with block state with the following command:

/give @s minecraft:end_portal_frame{BlockStateTag:{eye:"true"}}

When placed, the portal frame will have an eye. However, the eye will not be present in inventory, in container, in player or mob hand, in dropped items, in item frames, and in advancement icons.
