No Nether Fortresses

My world doesn't appear to generate Nether Fortresses.

I've reset the Nether in the most recent Pre-Release (1.18 Pre-Release1) and traveled to 4 locations highlighted by Chunkbase.com

Nether co-ordinates: -325, -115 - should be a fortress, but is a bastion instead

Nether co-ordinates: -100, 465 - should be a fortress, but is a bastion instead

Nether co-ordinates: 1015, 110 - should be a fortress, but is a bastion instead

Nether co-ordinates: -290, 310 - correctly showing as a bastion
