Bastions generating instead of fortresses in new snapshot

In the latest pre-release suddenly the nether seems to be affected in some way, resulting in bastions generating on certain places instead of fortresses. In 1,17 and all 1.18 snapshots so far nether generation hasn't seem to changed, and now it suddenly has, which doesn't seem like an intented feature. 

Steps to Reproduce:

I tested several seeds and the problem kept appearing, as an example use this seed:

-1259147271969331251

Check out these coordinates in any previous snapshot or 1.17, and they will all generate fortresses:
/tp -1061 ~ -293

/tp -229 ~ -165

/tp -293 ~ -1013

Then recreate the world in 1.18 pre-release 1 and recreate the world and visit these coordinates again, and you will see that they are all bastions now. 

Observed Results:

Bastions generate instead of the fortress.

Expected Results:

Fortresses should generate as nether generation shouldn't have changed in this version
