Trying to make a 1.18 pre 1 server with large biomes just results in non large biome version

So to put it bluntly i added level-type=LARGEBIOMES to my server settings like I have done various times in the past and just ended up with it just generating the non large biome variant. I can do it in single player no problem and get the desired map but if i do it using the server jar just makes the non large biome version

 

Steps:

1. Download server.jar
2. run it
3. add level-type=LARGEBIOMES to settings and desired ip
4. load server
5. Non large biome version shows up
