Guardians not spawning

I converted a backup copy of my SSP world to 1.18 Pre-1, to have a look around, and see how the new world gen would affect my 7-8 year old world.
Everything seemed fine, until I visited my guardian farm.
Guardians are NOT spawning at all, even after 5 minutes at the AFK spot.
Pls fix before release!
