Pointed dripstone doesn't properly maintain its shape when falling directly over a block

Caused by the fix of MC-206660

Unlike most situations in which pointed dripstone maintains the same shape it originally had when falling, if the stalactite is placed directly over a block, the bottom dripstone is broken too early and causes the rest of the stalactite to reshape with a new tip, which is both inconsistent and unnatural looking.
