No bedrock above the void

so i updated my 1.17 world to the 1.18 snapshot.. out of excitement I started to dig down i kept on digging down then i didnt find bedrock at all so i mined the block above y-64 and next thing i know is that im in the void! in someplaces there is bedrock above the void and in some places it isnt so please fix this
