Installer Error Code 0x80131509

I purchased the Java Version on minecraft.net and downloaded the installer. But when running the installer I always receive the error code 0x80131509.

I should check my connection - my connection works fine

I also update WIndows 10 to latest version

I also found the hint to temporarily uninstall Virus checker  - which I also did
