Pillagers not spawning in the latest snapshots.

i play in my old world and decided to upgrade it to the latest snapshot. when i went to the pillager tower to take the badomen effect pillagers were not spawning (before i updated they spawned). i tried different pillagers outpost i could find but none of them spawned pillagers.
