Snapshot 21w43a pillager spawning issue

Hello my favourite developers, its ya boy, Seranimus.

I have been playing around in snapshots and found what I assume is a bugs.

Pillagers seem not to spawn around the watch towers. (Will give you a seed for example with 2 towers next to each other: -1734407483 coordinates: 209 100 -85).
