Nether have no bedock in roof and floor

i download this snapshot from TLauncher and with /setblock, i go to nether. but in floor, nether completely have netherrack and in the roof, have crimson nylium, netherrack. blackstone and mobs spawn on nether roof! my seed is -452170841723818108
