Blending doesnt work between 21w42a and 21w43a

I started a world in 21w42a and updated it to 21w43a. I ended up needing to generate new chunks and noticed there was no blending active. I was mainly looking at the level of the ground between the two, especially in the ocean boarders, as I dont know how it works between oceans and much higher forests.
