Pillagers not spawning at the Pillager outpost

What I expected to happen was...:
Pillagers spawning at the Pillager outpost

What actually happened was...:
Going to any Pillager outpost, there won't be any pillagers spawning. I've tried with different pillager outposts but none of them have pillagers around them.

Steps to Reproduce:
1. You can use /locate to find the Pillager outpost, then teleport or walk there. Once you're there, you won't find any pillagers.
