There are no blocks under bedrock

Bug

If at the level of y = 0 there is no bedrock, after the reconversion under this block there will be air (shown in the photo). 

Reproduse

• Create world on 1.17.1
• Replace the lower block of bedrock
• Go to 21w43a

 

In survival, this can happen if the structure touches the level y = 0
