Hight and bottom levels (y255 and bellow y0 "Blender") update not working in a 1.17 world

When i mine down to y0 i cant go further down even when i am in the 1.18 snapshot that should make this work. its just bedrock and bellow the bedrock its just 1 layer of barrier blocks.
