1.18 vanilla datapack fails to validate if included manually

One or more of the files from vanilla 1.18 world generation files in a datapack will cause a datapack to fail to validate if included.
Specifically, data/minecraft/worldgen/noise_settings/overworld.json fails to validate.

Latest world generation reference pack can be downloaded from slicedlime's github here, or a version with just a file that causes the issue is attached.
