cant make any banner patterns in crafting table

I cant seem to be able to make banner patterns in a crafting table in snapshot 21w42a, whenever i put in a banner on my server (its an aternos server if that helps) nothing pops up on the crafting table results, ive tried a range of patterns but to no avail.

can someone help me find out if this is a bug or if im just missing something?
